I believe any simple commercial business can start with little investment. Service businesses are even cheaper to start.
1. First use your network to start selling without advertising and without having a store or an office. Store and work at home instead.
2. With the first profits, start advertising to attract more custumers.
3. As the demand grows, you can rent storage space, a shop, an office...
